1994 70hp Evinrude

Hello all,
I'm new to the forum although I've browsed the contents of this page for days. I have an issue with a 1994 70hp Evinrude.The boat is a 24ft pontoon owned by an uncle. He hasn't ran it since being winterized last winter by a mechanic.
I went over yesterday to check the boat out and try to get it ready for a family outing today. I am new to this boat and this is the first time I've been on it or seen it. When I got there I checked it over, during the inspection I noticed someone had recently put a new CDI powerpack on it. The wiring job looks terrible but evidently it was done by a "mechanic" of some sorts. I get the motor started fairly quickly and proceeded to take it for a test drive. It idled and ran decently for a motor that's sat for months. The motor would not accelerate above 1800/2000 rpm. If I tried to accelerate further it would start shaking like a parts tumbler and cut out. I cut back on throttle and eased back to the dock. First thought was a dirty carb/jet. So I pulled the carbs, took them apart and sprayed them out, ran wire through the jets. I then noticed the motor had two inline fuel filters in it. They were both dirty. I replaced all the fuel line except for the choke supply line and incoming main fuel line(new). I also cut one of the fuel filters out of the equation, thinking it may be too much restriction and starving the carbs. I put everything back together and tried another test run. It had about the same results but I did manage to squeeze 2300rpm of it this trip.
Then another problem presented itself. The motor wouldn't shut off with the key switch or the emergency kill switch. It has an electric choke by pressing in the key so I just choked it out to kill the motor. I did some more looking and digging and noticed the carbs dont seem to be opening all at the same time. I also fooled around with the powerpack (CDI) and unplugged the tan wire that goes to the thermal control? The motor then went up to 3k rpm. I wanted to keep messing with it because I was making small gains but unfortunately I ran out of daylight. I'm thinking that the motor is stuck in S.L.O.W mode and the "mechanic" messed something up with the wiring, timing, or I have some bad electrical part(ignition coil)?

I am very mechanically inclined and love solving problems but also do not possess the knowledge and hands on training when it comes to outboards. I want to learn though, 2 stroke mainly.

1970 3cyl 70hp Evinrude Model E70TLERV

CDI electronics, CD36700 limit, 113-4808 (replacement)

ignition/kill switch won't kill the motor

ran better with tan wire unplugged from CDI box

Start with a compression and spark test. Then get a factory service manual you will need that for the wiring. Make sure the wires from the cdi box are going to the correct cylinders. The orange/blue stripe is #1 orange is #2 and orange/green.stripe is #3 or bottom cylinder. Is the VRO still connected and working?

Thanks for the reply flyingscott. I will check that tomorrow hopefully. I just got back from pulling the boat out of the lake and back home.
I did confirm the wiring. It went orange/blue too cylinder, orange/violet middle cylinder, orange/green was bottom.
Should the VRO still be connected without an oil pump? The fuel is being premixed. I'm not sure to be honest.

Do the compression and spark test first. If the motor is converted to Pre-mix then the Vro should be disconnected at the plug. The cdi box should be connected with the factory with the factory connections. Is the original Vro pump there or has it been replaced with a standard pump.
