1994 evinrude 175 Runs like junk

hows it going i have a 1994 evinrude 175 and replaced the power pack dont know if i needed to at this point. i can get the motor to fire if i unhook the stop circut. and i was messing with the neutral switch and for a white i took it out of its position and the motor was running great. then i hooked up the stop circut and it stayed running great. if i push the neutral switch 3 of the cylinders die. so i just zipp tied it up out of the way for now and i took it to the water. now i get it to the water and it wont start. i unhook the stop cirut still nothing unhook the other side not going to neutral switch and it fires up but running like garbage if i gas it i cant go past 1500 rpms or it falls on its face . ive got good compression....??????? any advise?
