1994 evinrude 25hp carb problem

so i got the water pump going then when i took it out to the lake seemed like it was not getting enough fuel i came home tore down the carb looked clean but i went ahead and soaked it over night and put a kit in it still seems like its not getting enough gas and its very hard to start.....when i took the bowl off the carb and looked inside the bottom of the carb there are two holes look like some kinda overflow one has a plug in it are they both supposed to be pluged?...thanks for any help folks.model number is 1994 e25eerr

What made you think it wasn't getting enough gas?

Did you try any tests to confirm that thought, like squeeze the primer ball, or actuate the choke/primer?

There are many possible causes of fuel starvation. You need to begin a logical process of eliminating the dead end possibilities with a series of tests and checks, such as checking fuel pump output, etc..

well when i push in the key it would sputter a bit then start but when i put it in foward and give it gas it would rev up and it would bog down and die
