1994 Merc 115 will not shift into reverse

Replaced the lower unit last year. Boat shifted and ran great! Dumped it in the water this year, hit reverse and it started clanging. Would not go into reverse. Forward, neutral not a problem. No reverse.
Brought it home pulled off the cowling. The linkage will not slide back far enough to go into reverse. Removed the linkage. By hand it will go into reverse but it's all the way back to the end of the slide before it engages. For this to work the linkage would need to be adjusted to the point the throttle would be wide open before it went into reverse.
When I grab the paw which attach?s to the rod running down to the foot it goes into forward and neutral. When I go to reverse it gets stiff before engaging. Nothing that i can see binding under the engine. What's wrong? Worked great last year.
I did drain the foot and didn't find any metal in the foot oil.
