1994 Mercury 8 hp

I have a '94 Mercury 8 hp outboard. The throttle/tiller handle was messing up. I though that I needed needed shift cables but as I looked closer I see the handle is rotating after the cables have stopped moving. How do I stop this? How can I remove handle? I adjusted the cables but not lining up with start/shift on handle??? Model R1-008201RD S/n 0g158584 HELP!
