1995 40 merc, replaced power tilt elc motor, now hydraulics dont work

I put a mew electric motor on my 40 hp outboard trim tilt.. I put the outboard all the way up, held the trim button down in the up position until fluid was running out the fill hole, put the plug in then released the trim control. I have done this numerous times, and put the motor up and, by hand, and still no hydraulic action at all. It sounds as though the motor and pump are pumping nothing, elec motor turning fast, i do hear gurgurling fluid from tim to time, but no outboard movement. There are no leaks........any ideas????
