1995 70 hp Johnson smoking

New to the outboard motor community. My 1995 Johnson outboard runs fine but smokes continuously, especially on start up. Under load it's not quite as bad. Any help on correcting the problem would be very helpful. Thanks

Are you mixing tcw3 outboard oil in with the gasoline at a ratio of 50:1? Is the VRO oil injection system still hooked up or has it been disabled?
