1995 70HP Johnson: Running on One Cylinder

I recently purchased an older boat with a 1995, 70HP Johnson outboard. I finally got around to looking at the engine since I knew it had issues when I purchased it (but I wanted the boat!). It is tough to get started, but when it finally catches, it is only running on the top cylinder. I have equal compression on all three and new spark plugs. I was suspecting a fuel issue since it has sat for 6-8 months. But while it is running I gave a squirt of starting fluid into the two dead cylinders...no change! I was expecting it to fire off, sputter or show signs of life...but nothing! So, now I am assuming spark, which I have not physically checked yet. Any suggestions on where to start would be appreciated! Thanks!

check all of the sparks with a spark tester at 3/8" also try to avoid starter fluid and instead use a spray bottle with a little premix in it.
