1995 Force 15 Speed issues?????

The saga of the traded 15 horse continues. If you remember, it wasn't pumping water and cold siezed when I first took her out. Took it to the repair guy, who did a compression test, both cylinders at 75psi. He said that seemed a little low, but if they failed, they wouldn't fail at the same pressure. Replaced the impellar, she now spits really well. Cleaned the carb, she starts on the 3rd pull cold then 1st pull warm (used to take about 20 pulls to get her started before cleaning the carb.) Adjusted the idle screw on the carb, when I got her, she wouldn't idle without me giving gas, now she stays running.

Now, she runs. When I run her WOT she doesn't really get up on a plane, if I back off on the throttle a little, she seems to pick up speed. Was out fishing last friday with a buddy. He has a 14' with an 8 hp. He commented that his 8 pushes his 14' better then my 15 pushed my 12'. Any suggestions greatly appreciated.

Maybe you didn't get the carb clean.
Remove it and soak it over night in some cleaner. I use paint thinner for oil based paints to soak my carbs in.

Also make sure when you twist the throttle its opening up the carb all the way. You can check that when its not running.
Even with 75 psi it still should get up and go on plane.

Have you checked for spark on both cylinders? These outboards will run surprising well with only 1 plug firing, but no power. Pull a plug wire and see if it will start, same with the other. If it will run on each cylinder with the other disconnected you know both cylinders are firing and can go from there on troubleshooting. If it will not run on just 1 of the cylinders, you have ignition problems.

Pulled one wire, started fine, pulled second wire, started fine. Pulled the carb, clean enough to eat out of....................... What am I missing?

At speed tickle the choke,if it helps then the carb my need further cleaning.Be sure all passages and jets are clean.Check the carb/stator timing
as per the manual.There are different procedures depending on the carb.
basically the carb needs to pick up at a specific mark.Be sure the points are set at .020.high point of the cam coincides with the flywheel key.
