1995 Merc 135

I have a 1995 Larson w/ Merc 135, all runs fine accept for rpm/speed control. Maintaining higher speeds ~30mph it does ok but trying to maintain lower speeds 10-20 mph requires constant throttle adjustments. I have tried various trim positions and a hydrofoil but to no avail. I'm not sure if this is just a normal condition due to the point of plain for this boat or if there is some throtlle adjustments I can make. Any advice would be greatly appreciated, Thanks

I have an old Hydrostream and now my kids like to wakeboard at a speed of 12-17. Very hard to keep this speed constant w/ a hull that was made to go fast! Might have to buy a inboard ski boat($$$$$) to go those speeds.
