1995 Mercury 25hp manual start is stuck

I recently placed a "new" lower unit on my 1995 25hp Mercury electric start. I had to remove the flywheel assembly to get at the starter and now after rebolting it back into place I noticed that the pull start is stuck. There is a plastic lever with a spring that prevents it from being pulled as it "locks" the pull start from being rotated forward. I can manually hold the lever open and this frees up the pull start but I know I am missing something. The electric start works perfectly and the engine runs with no problem. I have never had to use the manual start before but this is the first time I have noticed this problem. I don't see anything else that is supposed to be connected to this lever either. What am I missing?

You must have Adobe Acrobat reader installed to use this manual. If you scroll down to the lower part of the opening page, you will see the various engine components in red. Click on the one you want and when the first page opens, click on the "Save As" icon at the top LH corner of the page and you can save it to your computer.

Look at Section 8, Manual Starter and see if your re-assembly was correct. I don't have time right now but will look at it later today to see if I can help.

Hopefully the procedure will put you right.

Thanks Gerry! Looks like I am missing the link rod that attaches to the lower lever off the flywheel.
