1995 mercury 60 hp, constant buzzer and no fire.

Hello everyone,
This engine had sat for a while prior to me purchasing it, I went through checking the engine over for obvious damage prior to cranking, performed a compression check looked spark plugs over, checked for anything obvious. This engine looked absolutely clean, suspiciously I got my gas tank hooked up and cranked the engine. It fired right up but sounded as if it might be missing a little, then noticed gas was coming out of vent on carb. I let the engine sit for a week, the gas had a cleaner/stabilizer in it, came back and tried again, fired right up again, still sounded rough so I cleaned carbs, they needed it badly of course. Tried to start engine again, fired right up again, this time it sounded great thought I had it licked, no not quite yet, she started buzzing constantly and then shut down. Now engine has no fire. Replaced switch box, and stator, when I replaced the stator I went through all the tests recommended by the seller and everything checked out ok. Beginning to go crazy with this thing. Any help will be greatly appreciated. I also have a new water pump installed and the water was coming out of the pee tube nicely, not hot at all, and it looked as though the thermostat was working properly as the water would slow a bit and then perk back up but never stopping completely.

Welcome to iboats.
A serial number would help. With out one we don't know what equipment your engine is using.
