Does that model has a dedicated flushing port outside lower cowl or on powerhead. If so remove TT, bolt lid back on powerhead and flush with a hose, that way water will clean all water paths better than doing same on muffs. Or perform same with muffs if OB doesn't count with dedicated flushing ports.

Check TT condition, if severely salted, rusted, install new one (ones) OB will cool much better.

If powerhead has built excesive salt layers, crusts flushing with water for hours if you like won't remove them, just will lessen them if already are inside water paths.

The exhaust relief always spewed hot water. I read online some outboards do not have them and I could find no mention in either the owners or shop manuals. So I assumed it did not have one.

This weekend was a treat. I took the lower off to inspect the water pump impeller and it looked good. But there was tons of impacted silt and gunk in every crevasse which prompted me to search more. I followed the water path up the inlet into the exhaust manifold finding it mostly clogged. I took off the thermostat to find it SUPER CORRODED and crammed full of junk. That was where the fun began. I took off the exhaust cover breaking four of the sixteen bolts to get it off and found what I expected to see. Sooooooo much garbage inside that barely any water could circulate through. And gaskets so brittle that they splintered and fell apart in my hands. So I am going to rebuild the cooling system in the upper and see what happens. From its condition I suspect Sea Rider was correct in that the unit having almost no pressure release for the water coming in was spraying some into the cylinders causing the motor to stall.
