1995 Yamaha 85hp Outboard Vibration

Just purchase a 1995 Yamaha outboard - 85hp. Two problems. First, it has a disturbing amount of vibration when idling or running at low speed. Disappears when running fast but then it may just not be noticable. What is this a symptom of? Also, I found that when towing a skiier it tended to have major surges in power to the point that the skiier finally quit due to the changes in speed. Help!

I am having the same vibration problem with my 50 hp yamaha, everyone in this forum and other forums have suggested cleaning and tuning the carbs "sync and Link", and check timing. I tuned them some and it helped, but it still is little off, still need to check timing.
