1996 115 missing shift boot?

just bought a boat with twin 1996 115 ocean pros. on the lower unit, one has a boot over the shift rod that goes to the lower unit and the other is missing the boot and the shift rod is exposed. the boot that is there doesnt look too crucial but is it? thanks.

Without the cover you have no seal to keep water out of the gearcase.

The way I have been told is that the boot is there to keep sand and ect out of the shift rod seals. There are o rings around the the shift rod in the l/u to keep water out and l/u oil in. The o rings actually seal the g/c.
