1996 130Hp Johnson Looper Runs Rough & stumbles - seems to be kisfiring ignition

Dear friends,this motor was stored for about 3 years, wouldnt idle on its own w/o holding primer - carb jets were plugged with oil gum - green gum. Anyway, got the OEM Johnson carb kits & floats - did carb rebuild on all carbs - noticed when taking apart 1) the carbs that the floats were really set low - IE were really recessed into the bowl when holding upside down. My manual said the floats were to be level with the bowl gasket mating surface - did that, reassembled 2) Manual said idle screw was to be set @ 3 1/2 turns - these were set at 4 1/2 - 5 turns. Set to manual specs - would hardly run. Opened up from 3 1/2 - to somewhere near 5 turns motor ran on its own but rough. Did not link & sync, nor checked TDC. Can't tell if motor is running rich OR misfiring - it will idle but when I tip into the throttle - it stumbles - popps & sneezes out the exhaust, occasionally it really picks up & I have revved it to 4500. Seems to me its misfiring - on the other hand seems also to be rich - plugs fouling - bt could this be loading up from a misfire ?. The only way the carbs would be rich is if the float level was incorrect - which appeard to be the problem initially - but I I corrected that ..Could it ne an erratic powerpack - how to test ? - scope ? Anu ideas would be appreciated - thanks ! PS - I made sure every passage was clear in the carbs - used OMC power Tune to soak them clean & used compressed air to blow out passages. Intermediate jets are #30, High Speed Jets are #70D.

do a link and synq ,and verifiy that the timing is set acording to manual.
i tought it was 7atdc +/- 1 for idle
you can change it but it should run at this setting.
than set the carbs acording to manual.
idle speed.
Make shure there are no fuel restrictions and air leaks.

Do as Reeldutch said, then you will have to adjust the idle needle valves. The book gives you a starting point with the valves, then depending on where you are (altitude, weater etc..) you need to fine tune it.
Sounds like it's running lean right now (sneezing), so back out the screws a 1/4 turn at a time until it runs without sneezing. Then do one carb at a time by turning the screw in until you get a sneeze then back out a 1/4 turn and move to the next carb.

This needs to be done in the water
