1996 150 Johnson No spark on #1

I have a 96 150 johnson OIS. I have no spark on #1. I switched primary coil leads with the cylinder below, problem followed. Obviously not the coil. I looked through the CDI test sequence and it doesn't show "No spark on 1 Cyl". Conventional wisdom suggest's it is the power pack, My question is, what else can cause no spark on only 1 cylinder?

Coil/wire/ or power pack

You've pretty much ruled out the coil and wire.
