1996 15HP Johnson still fouling a plug

Thanks to everyone who responded to my last post and got me this far. My motor had been losing the lower plug to fouling every 40 minutes or so and your advice led me to rebuild the carb. I found the old style neoprene float needle was severely worn and causing the lower plug to foul. I have been running smoothly ever since with just one incident of fouling, which cleared itself within a matter of seconds. I am guessing the excess oil left over from the previous fouling may have caused this minor power interuption. Is this a fair guess?

On a somewhat similar note, is the smaller twist knob at the end of the throttle an idle control? I can't seem to make it do much of anything and it is fairly loose. I think it may limit the amount I can close the throttle?? I have adjusted the idle screw to run smoothly at idle but I think I have lost a bit of high end power. What is the proper adjustment for the idle screw on the carb?

The knob on the tiller end is the idle speed adjustment. It just works by limiting the extent to which you can turn the twist grip. It takes quite a bit of adjustment of that knob to make much difference in speed.
