1996 225 will not idle down

Been suggested that something wrong in the warm up system.It was suggested if I ground the black/white sensor wire ,the sensor will tell the powerpack to idle down.It wont go below 1500 out of water.Other than that the eng is fine at all other speeds.My gut feeling is ,it must then be the pack?But it would kill me to need to buy a pack because i cant get the idle down 700 rpm or so.Is there anyway I can bypass this,A TRICK is what I need.Even if I can do something with carbs,.If not,is there a way I can replace the pack with one that doesnt have this feature ,which I dont need here in South fl.Im going to blow a gearcase if I play much mor like it is

How does it idle IN the water? I have a 1996 200, and its idle varies between 1000 and 1200 rpm out of the water, depending on the weather. The warm up feature is more designed to keep the motor running, than actually warming up. If I ground out my Quickstart, the motor will start cough and die till it warms enough to idle. Have you tried pushing the timer base all the way back as its idling to see if that helps? I am No Evinrude tech, but I have completely torn down my engine and rebuilt it. I have dealt with this issue my self. It sounds like your throttle plates are not closed all the way, or your timer base is not fully returning to idle, (possible Sticking) or your throttle arm stop screw has been adjusted out too far. A solid Linc n Sync should fix a high idle like that. But if it Idles around 650-750 rpm in gear in the water ( my Motor idles around 800. No ill effects) Then a high idle out of the water means nothing. Nothing but noise. wont hurt anything as far as I know... No need to have it in gear out of the water anyway... unless your trying to chop up your pit bull. Long story...:redface:

I have manually pushed the timerbase ,carb throttles,everything that was suggested,Ive worked in the outboard field and ,this is stumping me bad.This hi idle condition started on it own ,one day while cruising,when I got home to the dock,it would not idle ,banged into gear ,forward,reverse ,I thought it wsa a typical cable adjustment ,etc.Tried and looked at everything.It was suggested that its the warm up ,or what ever its called.I grounded the sensor to pack wire and had no result.
