1996 25 hp johnson

im getting gas to my carb but the gas is not goin to the choke to choke it and crank it im guessing its the float. my next question is what is the best way to pull it off to break it down. the starter looks like it has to come off but i dont see how to get the starter off to get to the carb.

I just pulled the Carb off my 1987 28HP and yes the Starter has to come off. First thing I would suggest is to get a Shop Manual. It will tell you step by step what needs to be removed to get to the Carb. There are two bolts holding the Starter on, one in front and one on the side. Any further info should come from someone with more knowlege or from the Shop manual.
