It has good oil pressure according to the gauge. When I turn the key on it buzzes, then I turn it to start and fire up the boat and it never goes out.

If you have a Mercruiser, then the buzzer will be on for one of 3 reasons. Low engine oil pressure, high engine temperature or low drive oil level. The last possibility is that you have a shorted wire. Power is applied to the buzzer then any one of the sensor switches closing (to ground) will complete the circuit and the buzzer will sound.

Bingo, the drive oil was about gone in the reserve tank. I just reinstalled the drive and I did pump the fluid from the bottom until it came out the vent, then topped off the reserve tank, but when I got home and looked, the reserve tank was empty.I cracked the top outdrive plug and fluid did come out,so it wasn't dry,but the reserve tank was.Does this sound normal? If I top it off again will it be ok? I don't see a leak anywhere.
