1996 4 Hp Evinrude Broken Piston Ring

I recently bought this motor for $100 knowing it was a none runner but was hoping I was looking at a dirty carb. Not so the upper clyinder is 90 Lb's after two pull's the lower can barely make 30 Lbs. Removed head and exhaust cover to discover the bottom cylinder piston top ring is gone which has left 3 distinct grooves in the cylinder wall. My question is is this repairable by having the cylinder rebored and a new + 0.030 piston and rings for Cylinder #2 or am I best too swallow my loss and part it out.
