1996 Mercury 60 HP s/n - 0G313511

I have removed the 6 bolts per the shop manual and cannot get the powerhead to move. I have read about the 2 nuts up front on earlier model mid range outboards. I cannot find anymore that would hold down the powerhead. Could this just be the gasket or am I missing a fastener some where? Any ideas? Thanks, any help would be appreciated.

It was the gasket. Put an engine hoist on it and lifted it up a few inches. The gasket let go and it was loose, Thanks.
