1996 60hp Evinrude Trying to set timing

I have done a sync and link on the carbs and everything checks out.
I have done the the WOT Reeves method and have it set corectly.

Now I am trying to set the idle timing like it is suppose to be.
3-5 atdc but can't get no further than 10-12 atdc.

Any ideas

What is your WOT timing set at?
If that is set correctly, then the idle timing should be good or the link/sync is off.
Are you doing it on a hose?
