1996 E90 SL EDR won't run

My buddy brought his skiff over today with this 90 Evinrude on it. It will start and run on starting fluid (we used just a little) but won't continue to run.....untill we started playing with a red lever tucked on top of the fuel filter inlet/carb area. As we moved that up and down it started to make a difference. What does that lever do? Some fuel leaked out of the reservoir behind the lever. We took a break and I told him about this forum where everyone knew most everything......;)

No, he doesn't have a manual, but if I continue to work on it he will have. I am a Yamaha guy, and have mine pretty well figured out, but could use some help with this one...thanks guys, Rick

Rick 99% i has dirty carbs, or stuck float needles. the gadget with the red handle is the primer solenoid. the carbs do not have a choke butterfly, when you press the key in it activates the solenoid, which lets fuel directly into the intake manifold. (small hose on top of the carb. what you did by moving the lever 180 degrees, is open the valve, and let fuel in. those carbs have 6 jets, 1 each side of the carb bowl, behind the drain screws, inside the carb bowl are 4 holes, the 2 outer have jets in them, the upper carb has 2, do not mix them up.

read this. just did a set of those carbs today.

Getting back to this motor again. I can hear the enrichment solenoid activate, but it won't start. I am not back at the motor to see what it is doing. I did run the boat about a week ago. Started it with the enrichment lever, as solenoid clicked but did not let it start. So once started, it ran great all day.
Yesterday I was back out there and it won't run using the key and activating the solenoid.
So, any ideas on what to look for. As mentioned I can hear the solenoid click, but it won't start.
