1996 Evinrude 200 Have to stay on choke

Hey, I just bought another Grady White with a pair of 1996 Evinrude 200hp outboards. The boat had sat for about 10 months so I drained what fuel that was in it (about 1 gallon, someone was stealing the gas at the boat yard), drained the carbs and sprayed with cleaner, new fuel, new inline filters, drained Seacor's. The engines will bust right off but won't stay running unless I keep them choked. The compression is good, new plugs, good spark. It has to be a fuel starvation problem? It's just weird that both are doing the same thing. Any suggestions on where to head next?

Clean the carbs making sure you get the high speed jets.

I’ve never had any luck using spray to clean carbs. Best a set of carb gaskets and go at it.

Thanks, I traced it down to the fuel pumps are sucking air. I'm going to send the bill to the idiot President that signed the ethanol bill.
