1996 johnson 150 won't rev

I have a 1986 Johnson 150GT on a Pro Craft bass boat. WHen i first put it in the water it will not rev over about 2000 rpm for about 10 minutes, then all of a sudden it takes off. Its almost like somebody flips a switch then BOOM its runs like a champ. Also its somewhat difficult to start after running. (This may be an unrelated problem)<br />Thanks in advance for any advice.

Howdy, toonafisher.<br /><br />Welcome to iboats. <br /><br />I will move this Johnson Outboard troubles. You will get better response there.<br /><br />Meanwhile, I think one of your powerpacks has a cold fault...wont work until warm.<br /><br />Good luck.
