1996 johnson 40 won't stay running

a friend has a 96 johnson 40hp. been parked since last summer and never had any problems. he can not keep it running. has replace fuel line and bulb and check valves and new fuel. any other suggestions?

How thoroughally has he tested the fuel delivery?

Will pumping the primer bulb keep it running? What about spraying pre mixed fuel into the carb throat? Choking it?

squeezing bulb does not help and it is new. haven't tried squirting fuel mix in carbs.
