1996 Mercury 40hp not charging battery

I have a mercury 40 hp 4cyl. 2 str. tiller motor i recently converted to steering wheel. I acquired this motor from my dad. I think he put the electric start on it,but the control box has no components except for the solenoid,coils and power pack.It has the little primer bulb up by the pull cord and a red button i think was a kill switch.Would appreciate input on what I need to do to get this motor right.I think its missing some peices. 1996C40MA Ser.#OG311896 Any input would be greatly appreciated.

If it has a charging circuit there will be 2 yellow wires coming from under the flywheel to a rectifier or rectifier/regulator. Do you see anything like that?

I beleive it has the two yellow wires I will have look and make sure of what I am telling you. Thanks for the reply I will ck and get back.
