1997 20 Hp Mercury Ignition Issues (Spark in 1 Cylinder)

Alrighty folks. Motor was running okay with a rough idle a couple weeks ago. Thought nothing of it since it ran smoothly at higher RPM’s. I do some preventative maintenance and replace the plugs, cables, and coils. Go to the river and pull the rope, nothing. Wouldn’t start at all. Bring it back and find one plug sparks like crazy and the other has very little to no spark at all. Swap the wires at the coils and the opposite results. The green/yellow wire from the power pack to the coil is the one with the issues. The wire seems okay (not corroded or cracked). Does this mean the power pack is most likely the culprit? A failed stator wouldn’t give me any spark, correct? Wouldn’t it still start even with the bottom cylinder sparking or no?
