1997 200 ocenpro lower unit slipping under load

i have a 1997 200 oceanpro. The original lower unit went all of a sudden while fishing. the shop found gears destroyed but now water in unit all seals were good. Bought a used lower with less then 200 hrs. changed drive shaft because the original was a little longer. When new lower unit is installed sound and feeels like lower unit is slipping a gear over 4000 rpms. Need help. any ideas at what to look at?

Is it a clunk or does the mtr rev up ??

its a clunk that shakes motor when it happens. its not constant or predictable like a missing tooth. Thanks
