1997 40hp Mariner Magnum will not crank

hey guys, trying to get my boat going after a couple years of sitting. I’m not able to get the starter to turn over. I replaced the battery as the old one would not take a charge, if I jump directly from both sides of the battery to the starter it turns over no issues. Not sure if my issue lies in the solenoid or somewhere else. With all wiring hooked to the solenoid, voltage rectifier and another red wire (to the throttle control/key I assume), I have about 5VDC to the solenoid....if I disconnect the rectifier and power to the key I have 13.1VDC to the same power terminal on the solenoid. I’m leaning towards something gave up the ghost, just wondering if someone had seen an issue like this before.

Ok, got ahead of myself and didn’t check the basics... Poor connection at negative terminal. On a side note, what would be the cost to get these carbs cleaned out? How hard is it to clean them at home? Thanks!
