1997 Bay Quest Fuel Tank

I recently bought a 19ft Bay Quest bay boat with no motor. I have a 150 Johnson to repower it with. It has a plastic(I think its plastic) in floor fuel tank. My question is what would be a good reason to abandoning(not use) the tank? I got a really good deal on the boat and the guy i got it from didnt have it long and didnt know much about it. He had an older 140 on it that he blew the powerhead on and he said the whole time he had it he used a red external tank that sat on the floor in the back. He didnt know why thats the way he got it. everything for the fuel system seems to be there, the fuel line runs to the back and is cut off laying in bilge area. Just wondering what the reason for it could have been. Thanks for any help.

Ayuh,.... Donno,... Fulla Water,..?? A Leak,..??

Can ya access the top of the tank, 'n get at it's plumbin',..??

Hey Bondo, yea theres a round screw type hatch in the center console that i can see where the hoses connect and the fuel gauge sending unit is. I thought of both of those things any suggestions on how to tell. And if its water cant it be gotten out.
