1997 Force 40 HP Inconsistent Power at WOT

I have a 1997 Force 40 HP. This motor has 2 cylinders. Last year I had a power problem and discovered a bad CDM. I changed both CDMs and solved the problem. This year started off well, but after about 3 weeks in the water I had power problems again. I replaced the CDMs and plugs again, but there was no change. I use this boat to pull my kids on a tube. Sometimes when I start out I have power and 5100 rpm and sometimes no power and 3000 rpm.

Recently there is a high pitched whine that reminds me of a vacuum hose leak on a car. Under the carb, the hoses that go to the solenoid are very flimsy--like they are worn out (these look like vacuum hoses to me).

Does anybody have any ideas?

Just to be clear " Under the carb, the hoses that go to the solenoid are very flimsy--like they are worn out (these look like vacuum hoses to me)." I mean what I think is the fuel enrichment solenoid (not the starter solenoid!).

Also, I replaced the fuel line and bulb--did not help. When I pump the bulb while running the motor almost dies. (Floods?)

The primer can go bad and feed the motor too much fuel.
Pinch off the lead to the carb after it gets started. Go for a ride.
New squeezies can be bad right out of the box check or remove any inline connectors..
Compression test?
