1997 Johnson 15hp no spark

I have a 1997 Johnson 15hp model# J15REUC with no spark ----
It has the dual coil in one, no spark on either cylinder.
I disconnected the kill switch no change.
I pulled the coil pack and cleaned the grounds, no change.
Tried new plugs no change.

Is there a way to test the power pack or other electrical components before buying stuff randomly?

you can go to cdielectronics.com/troubleshooting...those test require either a mm with dva capability or a dva adapter for your mm..otherwise it truly is a shot in the dark approach
