Are you leaking fluid, check the reservoir and around the stern for traces of oil on the surface of the water. If no trace then I would suspect debris in the pump valves or cylinder piston seals are worn. check out ebay for rebuild kits.
Quite common for the ball valves in the pump to pass. If there is no sign of oil leaking, it will be this. The oil passes and returns, staying internal.
