1997 Yamaha 2 Stroke 8 HP "bogs" down, video included

Strange sound intermittently, high pitch kind of sound when increasing the throttle. I'm not sure if it's related. The biggest problem and I"m hoping you can pick up on it with the sound from the video and the "bog down" when increasing the throttle. I can take the little motor to full throttle and the speed stays the same sometimes and really labors or bogs down with a noticeable shift in forward motion that requires you to brace youself before it recovers. Other times it works just fine all within the same outing. Today I was keeping it at 3/4 throttle while it was bogging down and it actually totally stopped running. Motor started right back up and a few minutes later I was able to go on plane and motor acted great.

Any ideas?
