1997 YAMAHA 40 HP 2 CYCLE outboard

I have a motor problem I van put it in reverse it runs just fine and idles good push throttle all the way up the engine revs like it should but when i put it in forward gear all the way my rpms only reach 1800 and my speed is like 5 miles an hour. Can someone help me with this please? Any ideas

carbs need cleaning would be my thoughts or timing is not advancing .
time to start testing to make sure you have good compression, spark, and timing.
then fuel pump check

if all is good the deal with the carbs/fuel issue

Could there be an alarm issue that you are not aware of putting motor in the RPM reduction mode?
