1998 15 hp johnson tiller handle shift problem

I have a 1998 15 hp outboard and the last time out it gave us a hard time shifting in and out of gears. I got it home and drained a little oil , which seemed clean and water free. Any sugestions on what it might be and can a back yard mech. fix it
