1998 50hp johnson water in the cylinders

Hi all I've started a new thread in regards to some water I'm getting in my cylinders after trying to figure out where it could be coming from i came across this whole in the water jack at the back and Im not sure if its supposed to be a prt of the jacket it certainly doesn't seem like its part of it based on the schematic but its hard to tell can someone please advise tell me this isn't what i think it is....

these pics are of the left side of the lower cylinder just above the middle bolt on the left

It looks machined to me so if so its meant to be there.
Have you checked with a straight edge the flatness of the head?
How was the gasket?

So heres my story my old motor blew this motor is taking its place it was basically a kit from a used motor that had a bad lower end long story short the head gasket seal was new that i put on however I'm wondering if i made a mistake in that the manual called for sealant on the gasket but the gasket was a composite style so I'm wondering if the sealant screwed it up I've attached a pic of the gasket is it possible for water to intrude from the gasket that separates the powerhead from the exhaust if so can you please explain how??

in the pictures I attached, I circled several areas that were caked with oily watery fuel please advise my thought is maybe new gaskets on head and adapter section how level would the exhaust adapter section need to be?

Also head seems pretty flat with no warping I layed it flat side down on my quarts counter top and i don't think I could even fit a feeler gauge under it.

Also can someone explain this water hole its definitely factory but seems like odd placing being in an exhaust port...
