1998 90hp Power Trim Problem

Lately, sometimes the power trim will not work in the upward direction, unless I first lower it down all the way and start rasising the motor up again. Any suggestions about the possible source of the problem? Are the relays located under the cowl? Please advise.

It was a defective relay. Problem solved for $12.95.
