1998 B90TLRW Starting Help

I got this motor from a gentleman for $500, he stated it was bad and worthless. I took it all apart, had the block ported and honed and installed new pistons, bearings, etc...

I basically rebuilt the entire powerhead.

I have installed all of the components, however I am not getting any action via the starter.

One problem I may have is the actual battery connections. I know where the POS wire goes, but where does the NEG go? I looked at the electrical diagram and it looks as though it wants it to go directly to the starter, but my starter doesn't have any location for it to attach, it just has the POS post.

So I guess to start, I have two questions:

1. Where do the POS and NEG cables from the battery attach under the cover?
2. What is the best way to go about diagnosing what could be causing the problem?

PS - I did run jumper cables directly from my truck to the POS wire from the starter and to the NEG wire where I currently have it grounded on the block. The starter made a jump, but then stopped, it stayed slightly engaged in the flywheel, but that was it. I couldn't get it to do anything more after that.

Here is the starter in question as well as the starter relay. I have attached the POS to the right hand terminal on the relay, it's just not displayed in the picture.

I removed the starter and checked it against a good battery and it spun.

So I will get a new battery tomorrow

I checked for voltage at the starter relay and had power in the side where the POS was connected, but had nothing on the opposite side or at the starter itself.

I also tried the T/T and not hinging happened there either.

I'm sorry, that's what I get for typing on my phone. :-|

I meant I also tried the tilt and trim and get nothing. The accessories work, but nothing else.

clean all connections well
wires and cables can go bad internally so monitor voltages while you try the T&T and starter to see where loss of voltage happens
Starting at battery and working you way through the system
