1998 erude 115 carb question

See attached pic of one of my carbs, below the jet is a needle, is that high speed needle? do i need to back it out and clean inside it also? cleaned carbs/needle seat etc then saw this. upon reassembly

reason i ask is i cleaned the carbs and it still wont start, fresh gas etc

Every owner jumps all over the carburetors.----What other trouble shooting have you done ?----Pushing the key in while cranking it over ?----Checked for spark ?

compression is 120 on all 4, all 4 sparking, fuel tank had old gas with water, cleaned carbs, fuel line in a nurse tank with fresh gas, fire off but dies immediately
if i hold the key in too long, it cranks and revs too high

It has a " quick start " system.--Automatically speeds up idle till motor warms a bit.
