1998 Force Mercury 90HP Stalls at Slow Speed

Starts easily, idles fine, runs really well, except it sometimes stalls while running in gear at around 1100-1200 rpm, and the primer bulb usually goes soft. But it will start right up after the bulb is primed. Seems like a fuel starvation issue. Any suggestions? (Cleaned carbs, new fuel filter, new plugs, and rebuilt fuel pump.)

Seems strange that it only stalls at low speeds, and not at higher speeds.

The fuel pump is working, as it is sucking the bulb flat.

I would start by replacing the fuel line and bulb.
And checking the fuel tank and fuel pickup for debris/sediment.
