1998 Johnson 15HP. Idle fine and no high rpms, now wont idle and have high rpms??

Hey guys,

I was recently having issues with my 15hp Johnson. It would sputter at high rpm above 3/4 throttle, and idle perfectly. So I decided to do what lots of people suggested, which was clean the carb.

I took the carb apart and used brake cleaner, only on metallic components, and compressed air to clean it out (it was not dirty at all). Put it back in and went for a test drive, all the same issues. So I ruled out the carb as being the issue.

Later that day, I went to the store with it, cold start and the engine caught fire, seriously. I found that the fuel pump gasket was leaking and spraying fuel. However, there is no way it ignited via the engine temperature as this was when I just started it, cold motor. I later came to the conclusion that the Power Pack was sparking and shorting out some where and I am almost left for dead to conclude this is where it ignited.

So, this is where it gets weird....
I rebuilt the fuel pump with an OEM kit, and I also replaced the Power Pack unit...then all of the sudden, I can not idle anymore, the boat will only start with choke and I have to quickly switch it over and keep it revved up to stay running, then bang it into gear. But once in gear, the high RPM's are perfect, not stutter. I just can not idle anymore. Straight bog.

I am thinking of also replacing my ignition coil.


So, from all this, can anyone provide information on next step..I think I may have my carb adjustments off but I am not familiar with outboards as I usually always fix my pos SeaDoo's.

Does it run in idle if you keep hitting the choke? Sounds like a fuel issue
Barely. It improves a little once the engine is warmed up. But literally before I did this work, the idle was perfect, would never die.

I did have a friend look at it and he was adjusting a screw on top of the carb that is positioned at 9 o'clock when looking down on top of the motor. Not sure now.
