1998 Johnson 25 hp not pumping water

I have a 25 hp Johnson- 1998 model- electric start- no rope start- cant tell the model number coz the sticker is gone. It was not pumping water when I bought it. I pulled the lower unit and the impellor was shot, hardly any fins left. I replaced the entire water pump, housing. impellor , etc. Cranked it up and still no water out the telltail. Removed the hose from the engine bock to the tell tail and no water coming out of the engine block. I blew 100 psi compressed air threw the hole where the tell tail hose connects to the engine block back into the the block and could hear air rushing out of the bottom of the gear case with the lower unit off. I put a water hose in the same hole and water gushed out of the same area. I am sure I have the water pump hooked up correctly as I have done this replacement on many motors. Could it be that the thermostat is closed down- maybe due to a piece of the old impellor locking it up? I had a buddy that had one that had that piece of rubber blocking a water passage, but I think the water passages might be OK.. Any advice or suggestions on next steps will be much appreciated . Also, do you have to pull the entire head to replace the thermostat? MOD EDIT - Competitor.

No you do not have to pull the power head to get the thermostat out. are you using a bucket of water or muffs? Is the water tube lined up correctly? Did you put te key in for the impeller?
Take the thermostat out (it's on top of the head) and see if water gets up there when you start it?You may also want to blow air down from the thermostat opening to loosen any old impeller parts!

Yes I think it is all lined up correctly Copper water tube in the proper place.. It looks like to me you have to take off about 10 or 12 bolts the get the thermo out. I was using muffs to run the motor. Is there an easier way to remove the thermo? Looks like a PITA to get it out and have to order a gasket
