1998 Mercury 150 2 stroke 2.0 not charging battery?

Hey everyone, been a lurker for a while looking at the wealth of knowledge these forums provide, but I have a question regarding my outboard. It is a 1998 Mercury 150XL 2.0L carb. About a month ago the voltage meter on my dash was reading 12-13 volts when the engine is off and between 13-14 volts when the engine is running. This lead me to believe that the engine has some sort of charging mechanism. Recently, the voltage has been reading about 12 volts when the engine is off and doesn't increase when the engine is on. I've recharged my battery and even bought a new group 27 dual purpose marine deep cell battery. This makes me think that the charging mechanism is not working anymore.

I've looked at the parts diagram on the mercury oem parts catalog and I believe it is "part#854515 Regulator Voltage"

Is there something I may be missing or a test I can do to see if the charging mechanism is faulty or not?

OK, if your motor is a 1998, it should have dual voltage regulators. A lot of times you will see burn marks on the circuit boards when they fail. CDI Electronics will have aftermarket replacements for less $$ than OEM.

The test is simple. Check battery voltage with engine off and then check it with engine at high idle. If voltage doesn't rise at high idle, VRs are bad.

.BTW - I did not think Mercury made a 2.0L 150HPV6 in 1998. They were 2.4/2.5L blocks. The last 2.0L 150HP blocks were in the late 80s. It probably had a single 40A VR.
