1998 mercury 40hp throttle issue

I have a 1998 mercury 40hp that the throttle is not returning to idle. I took the control box apart to fix a chaffed wire for the tilt/trim, and disconnected the throttle cable while I was fixing the wire, and then reassembled it. Now when I start the motor, it is "idling" at about 1/4 throttle, unless I take the cowling off and push the throttle to idle. It runs great and is getting full throttle, but once I let off the throttle it isn't returning to idle. I took the cable off again to make sure it was moving freely, and it is. The gears in the control box have adequate grease. Does anybody know what the problem could be? Thanks.
