Ok I'm now going to try to fix my next issue. When accellerating slowly it seems to have some sluggishness and bogging down, This is greater if I accellerate quickly.This s150 is carbed and has a choke . The Carbs are off a 200 hp. The center carb is correctly linked to carbs above and below.I have read about aligning the Carb roller with the accel. cam. I am having trouble finding a great position for it. Do I need a different style accel cam for the 200 hp carbs? The manual I'm using just says line up the mark with the center of the roller. I cant really line up the mark horizontaly with the roller. There was not any illustration to give me a idea of how descretionary this adjustment is.
Can anyone give me some tips on this?
What kind of engine behavior could I expect if adjusted too low or too high?

With the mods you have this may be a try and see thing . I would put the roller just off the cam about a width of a piece of paper and try that. If it is falling on it's face during take of or when the throttle is applied check your fuel system in the area of the pump or diaphram for leaks and check filters for dirt.

What do the plugs look like?

Plugs are all a little oily, Dark ( not a lean condition ) New this spring. I do have the roller and cam quite close. I am unsure of the line up of cam mark and roller though. I did find one of the fuel line tie raps missing though. I did squeeze the bulb while out last and was hard and made no difference to operation. Fuel is good and filter/seperator is new. Carbs cleaned last year.
