1998 Tracker (Mercury) Pro Series 40 HP 3 cylinder 2 stroke thermostat question

Motor stopped spitting water on my Tracker boat, changed out the impeller in the water pump. Also decided to change out the thermostat. This motor does not have a poppet valve. But this does, well I should say did have what I am finding out is a carrier that the thermostat sits in? This decided to get hot and end up in my thermostat and housing blocking off the flow. I did get all the crap out and ran water through the motor under some pressure from my garden hose and some creative engineering up the water inlet tube, through the water passages and through the pee hole. Put it all together and started it up. Got water stream through the pee hole. I know I am not going to run this minus the thermostat for extended time nor put the boat in the water like that. But before I order a thermostat housing kit, my question is, what is the carrier for? From an exploded view of the cylinder print it appears as if the thermostat sits in it. As mentioned previously, mine was gone and wedged in my thermostat and hosing. more then likely from a crack or overheating. Part is item 25 below.
